Hello.

I managed to acquire an Elven Cloak of Protection. Its description is, that it affects Stealth, Luck and provides resistance to Shards. But when I equip it, in the character attributes screen, there is no change in the Luck row. Also when I describe the item wit "@@@", it says only "StlSh". Why is Luck in description and is no really affected? Is it a bug?

It's just a bug in the character sheet. Should be fixed now with this commit:
