if possible avoid resampling/changing sampling frequency, you will only produce worst quality audio --> the change between 44.1 and 48 kHz or they respective multiples is not good. Higher sampling frequency are useless too only increase size of audio without increasing quality, they can actually even decrease quality…
increasing volume is probably bad too, it easy to get clipping and reduce dynamic depth/range
if you want to equalize average volume, equalize to the quietest track or apply replay gain --> if player don't support raplay gain is no good then xD
Edit: you can regulate sound to music volume in tomenet mixer, so i don't think is neccesery to increase audio volume with some programs…

the only working sampling frequency from TomeNET is 44.1.. So I had to transfer 22k and 48k tracks to 44.1

The problem is that all music tracks have very different volume.. From very loud to quite quiet. At my first attempt I've made all music tracks as quiet as the most quietest tracks.. Then I've consulted with Blue and he said it's not really good idea to make everything less loud, cause quality of music in general would fall. So I've made decision to make all music to ~average volume (as it is now); some music become more louder, some quiter and AFAIS it sounds ok, no clipping (if you would hear any - please report).
Maybe it isn't the best approach too, I don't know.. So far there is 200+ music tracks (and it's just a beginning) so I can't adjust volume for each track manually, I'm using Adobe Audition automation for it.

i don't know how adobe audition equalize volume, but i think this method is closer to peak to peak value (not so great to equalize volume between track), than perceived loudless based on rms or EBU spec…
for example Twisted Labyrinth is quite loud at beggining and at the end of track, but overall it's pretty quiet.
audacity have nice plugin, which scan loudness of file base on replaygain specification and will equalize track based on this value, maybe is worth a try :)
in audacity you can create so called "chains" to apply filters on many files…

AFAIU it's not peak-to-peak; it's RMS-based.

As a matter of fact, Twistеd Lаbyrinth volume wasn't changed at all :P It sounds as composer wrote it and it fits perfectly to Nazgul theme IMHO  At first I've tried to adjust it's volume by automation, but at this particular track it failed (sounded awful), so I've just took source :)

Update:
In my today's stream I've recognized that Nazgul track has to be louder, so I'll manually increase it's volume in next update

Huge thanks to developers for enhancing music engine so much!

New version of musicpack is live! Added a lot of awesome music (don't forget to /evsign for DK to hear new theme!), fixed wrong links at music.cfg, remastered volume of several themes.

Please report any problems and bad quality music 8-)

To do:
remove
17. Lords of Rats.ogg
20 - Battle - Haven (Alternate).ogg (drums folder)
from generic dungeon music (it sounds too dangerous, good for bosses...)

22. Sewers.ogg too disturbing to be background music too..

Nazgul's theme has to be shorter (also maybe some other boss-themed stuff?).
